Andrew O’Henley was appointed Representative of the United Kingdom on the ICAO Council on 16 November 2020.
Mr. O’Henley was elected Third Vice President of the ICAO Council in June 2024.
During his tenure on Council, Mr. O’Henley has served as a Member of the Governance, Climate and Environment, Air Transport, Joint Support, Aviation Security and Finance Committees. He was also elected Chair (2023) and Vice-Chair (2022) of the Aviation Security Committee. He has been appointed Chair of the Council Small Group on Budget Sustainability since 2023.
Mr. O’Henley joined the British Diplomatic Service in 1998. His career has focused on international security policy. Before joining the ICAO Council, he worked on the response of the United Kingdom to the Covid-19 pandemic, including the resumption of international air travel from the United Kingdom. He has been posted to the United Kingdom Delegation to NATO in Brussels, to the British Embassy in Afghanistan and to the United Kingdom Mission to the United Nations in New York. This is his second posting to Canada as he was also posted to the British High Commission in Ottawa from 2006 to 2009.
