Ms. Annick Goulet has served as Canada’s Permanent Representative to ICAO since June 2023. She is currently the Chair of the Climate and Environment Committee and previously held the chairship of the Small Group on Gender. She also sits on the Council, eight of its Committees and three of its small groups.
Prior to her current appointment at ICAO, Ms. Goulet was Canada’s Ambassador to Romania, Bulgaria and the Republic of Moldova (2020-2023); Chargée d’affaires in Armenia and Uzbekistan (2018-2020); Minister Counsellor (Economic and Trade) at the Canadian Em bassy in Moscow (2016 2020); Counsellor and Senior Trade Commissioner in Beijing (2012 2014); Trade and Economic Policy Officer in Tokyo (2003 2006); and a secondee in Japan’s Ministry of Economy,Trade and Industry (2002 2003).
While in Ottawa, Ms. Goulet was Director for Commercial Affairs with EU and EFTA countries (2014 2015); Director for Non Proliferation and Disarmament (2010 2011); Deputy Director for Nuclear Policy (2009 2010); Deputy Director for Japan (2008 2009) and Se nior Analyst in the Foreign and Defence Policy Secretary of the Privy Council’s Office (2006 2007).
Annick Goulet joined Global Affairs Canada in 1999, after having worked as a journalist in Canada, Europe and Asia. She holds a B.A. Honours (with distinction) in Political Science and Modern Languages from McGill University (1992); a degree in Journalism from École supérieure de journalisme de Paris (1994); and an Executive Certificate in Public Leadership from the Harvard Kennedy School of Government (2020).
