Brigadier General (Av.) Leonardo Blengini is an Officer of the Uruguayan Air Force, graduated from the Military School of Aeronautics. He has a Bachelor's degree in Logistics from the Argentine Aeronautical Institute (IUA) and a Master's degree from the Carlos III University of Madrid (Spain). Recently, he obtained a diploma in Civil Aviation Management from the Singapore Aviation Academy. He has taught university teaching in the areas of Planning, Logistics and Foreign Trade.
He spent his career as a pilot in Uruguay and Brazil, becoming a flight instructor and aircraft test pilot. He worked professionally in aeronautical maintenance and supply, he was an Air Accident Investigator, Head of Studies and Deputy Director of the Military School of Aeronautics, Director of the Air Command and Staff School, Director of Education and Director of Public Relations of the Air Force.
At the UN level, he was a Military Observer in Sierra Leone and maintained an active presence in the Democratic Republic of Congo, as an Air Operations and Airport Management Planner.
He was also Uruguayan representative in ICAO Council (Montreal, Canada). In his rank as Brigadier General, he was Chief of the General Staff of the Uruguayan Air Force and President of the Latin American Civil Aviation Commission (CLAC). He is currently the National Director of Civil Aviation and Aeronautical Infrastructure (DINACIA) –Uruguay.
