Prosper Zo’o Minto’o

Director General

He is the newly appointed Director General of the Agency for the safety of air navigation in Africa and Madagascar (ASECNA). He has been serving the international civil aviation community for 40 years and has actively been involved in major programmes aimed at implementing global air navigation and safety plans and enhancing the aviation system in Africa-Indian Ocean Region.

Before joining back ASECNA where he started his aviation career as Head of Air Navigation Operations, he has served the International Civil Aviation (ICAO) as Regional Officer in Communications, Navigation and Surveillance (CNS), Deputy Regional Director in both Eastern and Southern Office (Nairobi) and Western and Central African Office (Dakar), Certified Auditor under the USOAP-CMA, and Regional Director for Western and Central Africa.

He has also served the International Air Transport Association (IATA) as Deputy Regional Director, Safety, Operations and Infrastructure Africa-Indian Ocean (AFI). Mr. Zo’o Minto’o has actively been involved in several major Technical Cooperation and Technical Assistance programmes and projects aimed at advancing the level of implementation of international Standards and Recommended Practices, Policies and Strategic Objectives pertaining to Aviation Safety, Air Navigation Capacity and Efficiency, Aviation Security and Facilitation, and Economic Development of Air Transport in Africa.

Following his studies at the National Advanced Engineering School (ENSIL, Libreville, Gabon), the National Institute for Applied Sciences, and the Ecole Nationale de l’Aviation Civile (INSA and ENAC, Toulouse, France), he holds a Licence Degree in Electronics and Telecommunications Technologies (1981), an Engineering Degree in Applied Sciences (Electronics) (1983), and an Engineering Degree in Civil Aviation (1985). He also holds a Private Pilot Licence.

He successfully completed the United Nations System Executive Management Development Programme in 2019 (UNSSC, Turin, Italy).
